The American Recovery and Reinvestment Act (ARRA) has been signed. Of the $787 billion stimulus, $650million has been set aside for an existing educational technology program and other opportunities that will allow states and educational facilities to improve achievement through technology. The $650 million will be added to the $267 million Enhancing Education Through Technology (EETT) budget and will be spread over two years. The EETT is a program dedicated to improving student achievement through the use of technology in elementary and secondary schools.

 

What Is EETT?

The goals of Enhancing Education Through Technology (EETT) are to:

  • Improve student academic achievement through the use of technology in elementary and secondary schools.
  • Assist students in crossing the digital divide by ensuring that they are technologically literate by the time they finish the eighth grade.
  • Set aside 25 percent of grants for professional development to ensure that teachers are able to integrate technology into the curriculum to improve academic achievement.

How Do Shools Use EETT Funding?

Schools use their formula funding generally to support the ongoing needs of their technology education program such as hardware, software and teacher professional development. The competitive funding is often used to create a program integrating technology into the curriculum that supports academic achievement through content-based software.

What Program Elements Can Be Funded By EETT?

Funding may be used for:

  • Hardware
  • Courseware that integrates technology into the classroom
  • Courseware that teaches technology skills
  • Professional development

IDEA, Part B – (Individuals with Disabilities Education Act)

The ARRA allocates $12.2 billion in funding for programs under IDEA, including $11.3 billion to Part B (school-age children, K-12), $400 million to Section 619 (for pre-school programs), and $500 million to Part C (infants and family services).  This bill will serve to directly provide funding for state special education programs and represents the largest federal expenditure on special education since IDEA’s passage in 1975.  IDEA provides that 40% of states special education expenditure will be covered by federal monies, and the ARRA nearly doubled the amount of funding provided to 25%. 

IDEA Funding Requirements

IDEA ensures that all children with disabilities have a free appropriate public education available to them that emphasizes special education and related services designed to meet their unique needs and prepare them for employment and independent living. IDEA requires that:

  • Each school district must have Individual Educational Plans (IEPs) in effect for each child with a disability within its jurisdiction.
  • Children with disabilities must be included in general state and district-wide assessments, including the assessments required under NCLB.
  • 15% of IDEA funding may be set aside for Coordinated Early Intervening Services (CEIS) for students with academic difficulties who have not been referred for special education.

What Activities Are Funded By IDEA?

  • The costs of special education and related services and supplementary aids and services provided in a regular class or other education-related setting to a child with a disability in accordance with the IEP of the child, even if one or more non-disabled children benefit from these services.
  • Developing and implementing a fully integrated and coordinated services system for serving students with special educational needs.
  • Providing intervention services (CEIS) to students with reading and math difficulties who have not been referred for special education services.
